Transforming digital technologist to digital diplomat


It is learnt from different media that Prof. Dr. Sayeedur Rahman Khan former Vice Chancellor of Rajshahi University is going to be appointed as High Commissioner of Bangladesh in Great Britain. He is also the former chairman of the department of Applied Physics and Electronic Engineering at Rajshahi University. Dr. S.R.Khan is basically a university professor but he may be recognized as a scientist, technologist, researcher as well as an administrator taking account of his vast experience in diverse fields under consideration.  
Just after parliament election held on 29th December 2008, I have written articles on the national newspapers raising the importance of digital diplomats for Bangladesh and requested the respected Prime Minister Sheikh Hasina to appoint digital diplomats to some countries. As mentioned in the article, the diplomats are the great generators of information, knowledge, and intelligence about the world and foreign ministries represent the institutional repositories. Diplomats of many countries are now empowered with ICT and become digital diplomats to adjust with rest of the world. Recently the UK has actively recruited “digital diplomats” and they were looking for a director of the digital management for their Cabinet Office in the White Hall. The responsibilities of the director of the digital management have been described in another article written by me. The P.M. Sheikh Hasina was also requested to hire a director of digital management for her Cabinet office to maintain the digital activities with other Commonwealth member countries as well as enhancing the digital activities in other ministries.
Appointment of Dr. Sayeedur Rahman Khan as High Commissioner in UK is a unique initiative of the present government for which the Prime Minister Sheikh Hasina as well as the Minister for Foreign Affairs should be praised. As my university classmate, I had immense opportunity to observe him very closely. He was an extra ordinary brilliant student who never stood second. After a long gap we met again in Rajshahi to organize the Commonwealth supported training programme to empower the women medical doctors and scientists with ICT and his cooperation enabled me to successfully complete the programme in right time. In establishing the ICT based University in northern region, Dr. Khan extended his full cooperation in selections of teachers and course curriculum design. His scientific and technological knowledge can bring a tremendous change in Bangladesh through establishing digital relationships with the technologically rich counties like UK, USA, Canada, Japan, Korea, China, India and Malaysia. Through appointment of a well qualified and digitally literate High Commissioner in a Commonwealth country, the Government of the Peoples’ Republic of Bangladesh has opened the digital door to other 52 Commonwealth countries. It is expected that Dr. Khan will create an excellent example of technological development in Bangladesh in cooperation of the Commonwealth Science Council (CSC) and CFTC based in London. 


We believe, considering all the factors and realizing the present digital structures of the universe, Sheiklh Hasina’s government will design the embassies abroad with proper tools and technologies that can be handed to the trained Digital Diplomats of Bangladesh who will connect us with the rest of the world digitally. It is also our expectation that the respected Prime Minister will appoint a director for digital management to create a digital Bangladesh in real sense.
